Since Jeff Bezos has a place on Indian Creek Island, which is only a mile away from the dirtiest water officially in Florida, and it's probably unrealistic for him to completely pay for fixing the entire ocean himself, I think it's fair that he could write a logistics algorithm for paid, participatory, cleanup and bioremediation projects at microscale, similar like the amazon mechanical turk thing (but more money per task), and give it away for free to Miami-Dade County along with host and deploy it on AWS.
